ことにする

To decide on, Have decided to

タマキさんと箱根はこねに行いくことにする。

I have decided to go to Hakone with Tamaki-san.

Explanation

「~ことにする」 means 'I decide to...', a decision you made yourself: 「来年から留学することにしました」 (I've decided to study abroad from next year), 「健康のために、お酒をやめることにした」 (I decided to quit drinking for my health). Deciding not to is 「~ないことにする」: 「もう甘いものは食べないことにする」 (I've decided not to eat sweets anymore). 「~ことにしている」 is a habit you set for yourself and keep: 「毎朝一時間走ることにしている」.

Mixed up with

「ことにする」 is your own decision; 「ことになる」 is decided by an organization, rules or circumstances: 「転勤することになった」 (I'm being transferred).

Japanese people sometimes say 「~ことになりました」 even for their own decision, to sound modest.
