Explanation
「ことになっている」 has 3 uses
1The rule is
A rule or custom set by a school, company, law or society: 「日本では靴を脱いで家に上がることになっている」 (in Japan you take your shoes off indoors).
In this dorm, wake-up time is six o'clock.
It is expected for customers to get into the cab from the left side.
2It's arranged
A plan or schedule already fixed: 「明日、社長と面談することになっている」 (I'm due to meet the president tomorrow).
The class is scheduled to start at 12.
The president is scheduled to not come to the party next week.
3Supposedly
That is the official story, but the truth may differ; often followed by (my salary is supposedly 300,000 yen, but...).
My salary is supposedly 300,000 yen a month, but with all the deductions I don't have much to spend.
That school's teachers are supposed to be first-rate, but something seems off.
Mixed up with
「ことになっている」: decided by others or the group; you just follow it: 「校則で髪を染めてはいけないことになっている」 (School rules say you must not dye your hair).
「ことにしている」: your own personal rule: 「健康のために毎朝走ることにしている」 (I make a point of running every morning for my health).
This pair is a classic exam question.
