に決まっている

にきまっている

Surely, Bound to, Certainly

あの人ひとはみんなに好すかれているからいい人ひとに決きまっている。

That person is liked by everyone, so he is bound to be a good person.

Explanation

「に決まっている」 means 'it is surely...'. By gut feeling, experience or belief, the speaker is 100 percent sure, even without solid proof: 「あの人が嘘をついているに決まっている」 (He is definitely lying). A noun attaches directly: 「嘘に決まっている」. Casual: 「に決まってる」. It is very subjective, so it does not suit serious papers.

Mixed up with

「に決まっている」: a gut-feeling verdict, like banging the table: 'it just is'.

「に違いない」: a conclusion from firm clues; objective and more written.

「はずだ」: should be so by plan or logic: 「彼はもう着いたはずだ」 (He should have arrived by now).
