かねないN2
Meaning
Might, Could be, Capable of, Possible

Example
この事をそのままにしていたら、摩擦を生み兼ねない。
If you leave it at that, it might cause conflict.
How to tell them apart
Only for bad things. You cannot say 「×合格する恐れがある」.
「恐れがある」: an objective, formal risk in society or nature.
「〜かねない」: about a specific person, with a warning or blame: 「そんな運転をしていたら、大事故を起こしかねない」 (Driving like that, you could cause a serious accident).
For weather reports and news, choose 「恐れがある」.
