Explanation

Means 'not only A, but B too'. A is something everybody takes for granted, and B, a wider or stronger case, is also true. 'も' usually follows B: 「国内はもとより、海外でも人気がある」 (Needless to say at home, it is popular abroad too). It is more formal than the spoken 「はもちろん」, and fits speeches, advertising and writing. A verb needs 「こと」: 「～ことはもとより」.
