Explanation

「を踏まえて」 means 'taking the earlier facts, experience or background as a base, and then acting'. It is used in formal writing and official documents.

「前回の反省を踏まえて、対策を考える」 (We will plan measures, learning from last time).

Before a noun, use 「を踏まえた＋noun」: 「アンケート結果を踏まえた新製品」 (a new product based on the survey results).

Mixed up with

「を踏まえて」: the earlier point is a starting condition, and you build on it and improve.

「に基づいて」: follow a law, rule or basis strictly.

「をもとに」: use something as the source material to create something new, as in 「実話をもとにした小説」 (a novel based on a true story).
