検査けんさの結果けっかは電話でんわをもって連絡れんらくさせていただきます。

The results of the examination will be communicated by telephone.

Explanation

「Nをもって」 here means 'by means of' or 'on the basis of'. It is solemn and takes abstract nouns such as attitude, spirit, method or documents: 「誠意をもって対応する」 (deal with it sincerely), 「書面をもって回答する」 (reply in writing), 「成績をもって判断する」 (judge by results). It is not for everyday tools. You cannot say 「箸をもってご飯を食べる」 or 「ペンをもって手紙を書く」; use 「で」.

The same meaning appears in 「Nをもってすれば」 (with X, it is possible: 「最新の技術をもってすれば」) and 「Nをもってしても」 (even with X, it is not possible: 「エースをもってしても勝てなかった」).

Mixed up with

「で」 works for any everyday tool: 「ペンで書く」, 「電車で行く」.

「をもって」 (means) is for formal abstract things: 「身をもって体験する」, 「書面をもって通知する」.

There is also a time use, 「本日をもって終了いたします」 (ends as of today). Same form, different meaning.
