Explanation

「とあって」 says that because it is an unusual time or event (a holiday, a star's visit, a big event), a matching scene appeared, such as crowds or excitement.

Examples: 「人気アイドルの初来日とあって、空港は何千人ものファンで埋め尽くされた」 (It was the popular idol's first visit to Japan, so the airport was packed with thousands of fans), 「ゴールデンウィークの初日とあって、高速道路は大渋滞だ」 (It's the first day of Golden Week, so the expressway is jammed).

It is mostly a news-style, objective description. The second part cannot be the speaker's will, an invitation or a command.

Mixed up with

「とあって」: a rare scene caused by special circumstances, such as a shop packed on the first day of a sale.

「にあって」: being in a hard or special period or situation, as in 「戦時下にあって、文化を守り抜いた」 (Even in wartime, they protected the culture).
