Explanation

「AであれBであれ」 means 'whether A or B'. You name two representative or opposite people or things, and say that either way the same principle or requirement applies, with no exception. 「大人であれ子供であれ、法律は守らなければならない」 (Adult or child, you must obey the law). The ending says that the same thing holds either way: often a general rule, a law or a duty (「～べきだ」, 「～なければならない」, 「～に変わりはない」), but also a firm intention (「～つもりだ」). It also works with question words: 「理由が何であれ」, 「誰であれ」, 「どこであれ」.

Mixed up with

「であれ～であれ」: the most dignified; under a set rule, A and B are treated alike. Common in laws and school rules.

「であろうと～であろうと」: carries a supposition, with more of a personal argument.

「にせよ～にせよ／にしろ～にしろ」: 'grant both for the sake of argument'; the most casual and everyday, common in advice or personal decisions.
