「ましょう」 has 2 uses
Invites or suggests doing something together: 「一緒に行きましょう」 (Let's go together).

Offers to do something for someone, often with 私が: 「私が手伝いましょう」 (I will help you).
その荷物、私が持ちましょう。
Let me carry that bag for you.
私が駅まで送りましょう。
I will take you to the station.
「〜ましょう」 pushes harder, like 'let's do it that way'; if the other person is still hesitating it can feel pushy. 「〜ませんか」 sounds more like consulting: 「一緒に行きませんか」 (Would you like to go together?).
When offering help, 「手伝いましょうか」 (Shall I help?) is politer and asks for the other person's view more than 「手伝いましょう」 (I'll help).
