Explanation

「〜といってもいい」 means 'you could say …'. It may not be exactly true, but putting it that way is not an exaggeration: 「彼は会社に住んでいるといってもいい」 (You could say he lives at the office). It is often used to sum up or to stress a point. After a noun or a な-adjective, 「だ」 can be dropped.

Mixed up with

Do not mix it up with 「〜といっても」, which means 'although they say … in fact …' (a contrast, N3). With 「いい」 at the end it means 'you could say so'.

A stronger written form is 「〜と言っても過言ではない」 (it is no exaggeration to say …).
