Use the particle to tell the meaning: 「に」 usually means 'be'; 「へ」 or 「から」 usually means 'go' or 'come'.
Before 「ます」 it is 「いらっしゃいます」, not 「×いらっしゃります」.
Only for the other person, never for yourself or your side. For yourself, 'go/come' is 「参る」 and 'be' is 「おる」.
