Explanation
「上で」 has 2 uses
1After doing (first)
「〜た上で」 / 「noun+の上で」: do the first thing properly, then the next: 「よく考えた上で決めます」.
家の中を見た上で、買おうと思っている。
I plan to buy the house after I've seen the inside.
この企画は社長と相談した上で、キャンセルすることに決めました。
Upon consulting the CEO of the company, we have decided to cancel this project.
2When it comes to doing
「dictionary form+上で」: in doing this, or in this respect, often followed by 「大切だ」 or 「必要だ」: 「外国語を勉強する上で、辞書は欠かせない」.
仕事をする上で、一番大切なのは時間を守ることだ。
In work, the most important thing is being on time.
日本で生活する上で、困ったことはありますか。
Have you had any trouble living in Japan?
Mixed up with
「~てから」 only gives the order: 「ご飯を食べてから出かける」.
「~た上で」 means the first step is a necessary basis for the next, with a careful tone. It isn't for trivial things: don't say 「×手を洗った上で、ご飯を食べる」.
In business e-mails you often see 「ご検討の上」 and 「ご確認の上」.
