Explanation

「に関して」 and 「に関する」 mean 'regarding...', and introduce the topic of a discussion, study or investigation. The tone is formal, common in news, papers, official documents and speeches. Before a verb use 「に関して」: 「この件に関して調査する」 (We will investigate this matter). Before a noun use 「に関する＋noun」: 「環境問題に関する論文」 (a paper on environmental problems).

Mixed up with

Before a noun 「に関する＋noun」 is the usual form; 「に関しての＋noun」 also exists but is less common. Compare 「について」 → 「についての＋noun」.

「について」 is used in daily life and writing, for one specific topic. 「に関して」 is more formal and wider, covering related matters too.

「に対して」 is about an attitude or action toward a person or thing. Do not mix it up with 「に関して」.
