宗教しゅうきょうや国籍こくせきを問とわず、このイベントには誰だれでも参加さんかできます。

Everyone is welcome to attend this event, regardless of religion or nationality.

Explanation

「を問わず」 means 'regardless of, no matter'; the differences listed before it are not treated as conditions or hurdles. The noun is one with two opposite ends or a wide range: age, gender, nationality, day or night, experience, education, weather. It is common in job ads, admissions and regulations: 「経験の有無を問わず」 (with or without experience), 「年齢・性別を問わず」 (regardless of age or gender).

Mixed up with

「を問わず」: 'no restriction' in rules and notices; follows a noun (年齢・性別) or a 〜か〜か / 〜かどうか / するしない pair.

「にかかわらず」: wider use; also follows a verb in positive and negative: 「参加するしないにかかわらず」.

「にもかかわらず」: completely different, 'despite': 「雨天にもかかわらず大勢の人が集まった」.
