Explanation
Follows a noun and means 'based on ...'. You take facts, real experiences, survey results or raw material as the base, and make something new from it: 「実話をもとに小説を書く」 (I write a novel based on a true story). You can say 「をもとにして」, and before a noun 「をもとにした」. It is not for physical materials; for a table made of wood, say 「木で作る」.
