息子むすこは英語えいごをろくに話はなせないのに、アメリカにひとりで行いくそうだ。大丈夫だいじょうぶかな。

Apparently my son is going to the States, even though he can barely speak English. I hope he will be okay.

Explanation

「ろくに〜ない」 means 'hardly / not properly'. A negative always follows. An action or state is far from a decent standard; even the basics were not done well, with regret, complaint or self-blame: 「昨日はろくに寝ていない」 (I hardly slept last night). Before a noun it becomes 「ろくな＋noun＋ない」: 「ろくなことがない」 (nothing good ever happens), 「ろくな大人にならない」 (won't grow up into a decent adult).

Mixed up with

「ろくに〜ない」: not done properly; quality and completeness fall far short.

「めったに〜ない」: happens rarely; about low frequency.

「決して〜ない」: absolutely not; a firm attitude.
