As the population of this town has declined, the number of vacant houses has increased.

Explanation

「に伴って/に伴い」 means 'along with, accompanying'. The first part is a big change such as a social trend, economic movement or technical shift, and the second part is the result or new problem that comes with it. It is hard, formal writing. Before a noun use 「に伴う」: 「少子高齢化に伴う労働力不足」 (labour shortage that comes with a low birth rate and an ageing population). Example: 「経済のグローバル化に伴って、国際競争が一層激しくなった」 (With the globalization of the economy, international competition has become fiercer).

Mixed up with

「につれて」: things change together naturally, as time goes by.

「に伴って」: focuses on cause and side effects of a big event; the most formal.
