にかけては

When it comes to, Regarding, Concerning

大工だいくの技術ぎじゅつにかけては彼かれが一番いちばんだ。

When it comes to carpentry skills, he is the best.

Explanation

Follows a noun for a skill, specialty, knowledge, sport or talent, and means 'when it comes to ...': in this field, someone beats everybody and is confident of it. The second part is almost always praise, like 「誰にも負けない、一番だ、自信がある」: 「料理の腕にかけては、彼女に勝てる人はいない」 (When it comes to cooking, no one can beat her).

Mixed up with

Don't mix it up with 「から~にかけて」, which means roughly 'from A to B' in time or place: 「九州から四国にかけて大雨」 (Heavy rain from Kyushu to Shikoku).

「~にかけては」 is about skill in a field: 「歌のうまさにかけては」 (as for singing ability).

First decide: is it a time or place range, or a skill?
