ご飯はんは残のこしても良いいから、せめて刺身さしみだけは全部ぜんぶたべて。

You can leave the rice, but at least finish the sashimi please.

Explanation

「せめて」 means 'at least'. The speaker knows the best outcome is out of reach and hopes for the minimum. The sentence usually ends with a wish: 「せめて声だけでも聞きたい」 (I'd like to at least hear his voice), 「全部は無理でも、せめて半分は終わらせたい」 (I can't finish it all, but I want to finish at least half). It carries hope and regret.

Mixed up with

「せめて」 expresses a personal wish or plea. It cannot just state a number: not 「会場にはせめて100人いる」.

「少なくとも」 gives an objective minimum: 「参加者は少なくとも100人はいる」 (There are at least 100 participants).
