How to tell them apart

「に足る」 is about being 'enough' or qualified, and often follows grounds like 「証拠」 or 「理由」.

「に値する」 is about deserving praise or blame: 「称賛に値する」, 「一見に値する」.

Fixed phrases do not swap: not 「取るに値しない」, but 「取るに足らない」.
