How to tell them apart
「に至って」: a decisive point or crisis in time, when people are finally shaken awake or run out of options.
「に至るまで」: wide range, 'even down to ...', as in 「服装から言葉遣いに至るまで細かく指導された」 (They were coached in detail, from clothes down to wording).
