Explanation

「Nを禁じ得ない」 means 'cannot hold back N'. Faced with something shocking, a strong feeling wells up and cannot be stopped: 「彼の悲惨な境遇に、同情を禁じ得ない」 (I cannot help feeling sympathy for his miserable situation), 「理不尽な対応に、激しい怒りを禁じ得なかった」 (I could not hold back my fierce anger at the unreasonable treatment). It takes only nouns of strong feeling: 「怒り」, 「憤り」, 「同情」, 「涙」, 「驚き」, 「疑問」, 「失笑」. It is solemn and written, not for small everyday feelings.

Mixed up with

「〜を禁じ得ない」: formal; only abstract feeling nouns such as 怒り, 涙, 同情.

「〜を抑えられない」: from speech to ordinary writing; mostly concrete urges, impulses or anger.

「〜ずにはいられない」: follows a verb; you can't help doing a concrete action, e.g. 「笑わずにはいられない」 (I can't help laughing).
