Explanation

「Nにかこつけて」 means 'using N as an excuse'. On the surface there is a respectable reason, but the real aim is to do what you want or to gain something: 「出張にかこつけて、現地で観光を楽しんだ」 (Using the business trip as a pretext, I enjoyed sightseeing there). It is negative, used to expose someone else or confess your own slacking or opportunism. Before a noun it is 「にかこつけた＋noun」, e.g. 「法改正にかこつけた詐欺事件」.

Mixed up with

「〜にかこつけて」: clearly negative; the excuse does not match the real motive, a chance to profit.

「〜を口実に（して）」: similar, a bit more neutral; can also be used for excuses in diplomacy or strategy.

「〜を機に / を契機に」: positive or neutral; a big event as a turning point, not a fake excuse.
