今回こんかいのツアーをもって、解散かいさんすることになりました。

We have decided to disband as of this tour.

Explanation

「Nをもって」 marks a point in time at which something officially ends or takes effect: 'as of N'. After a date or time (本日, 3月末日, 正午) it says that business, an event or a post officially ends (or, in appointments, starts) at that point. 「本日をもって閉店いたします」 (This store closes for good as of today), 「3月31日をもって退職いたします」 (I will leave the company as of March 31), 「4月1日をもって営業部勤務を命ずる」 (You are assigned to Sales as of April 1). Very formal: notices, official documents, business letters. The ending is usually a verb of finishing, such as 「終了する」, 「締め切る」, 「閉会する」, 「退職する」.

Mixed up with

「をもって」: the most formal wording for announcing an official end at a set time: 「これをもって閉会いたします」.

「を限りに」: firmer in tone, often a personal resolve to quit something: 「今日を限りにタバコをやめる」. It can also mean an end of a period, with more personal resolve.

「で」: plain speech for stating time: 「今日で終わる」.

The same-looking 「をもって」 also has a 'by means of' use, which is a different meaning.
