Explanation

「に至っても」 means 'even after things have reached such a serious point, the person still has not woken up, acted or changed'.

「命の危機に至っても、まだタバコをやめようとしない」 (Even when his life is at risk, he still won't quit smoking).

It often carries blame and disbelief: 'even now, you still ...?'.

Common phrases: 「事ここに至っても」 (even now that it has come to this), 「死に至っても」, 「終盤に至っても」.

Mixed up with

「に至っても」: a contrast; even at such a serious point, they still don't change or react.

「に至っては」: picks the most extreme example to show the worst case, as in 「他の者はともかく、リーダーに至っては逃亡した」 (Never mind the others, even the leader ran away).

「に至るまで」: the limit of a range, from A all the way down to the smallest B.
