Explanation

「Vないまでも」 means 'even if not ..., at least ...'. The first part is a high goal that need not be reached; the second part is the lower level you can still reach or should reach: 「毎日とは言わないまでも、週に一度は連絡してほしい」 (I don't say every day, but I'd like you to get in touch at least once a week). The end often has 「せめて」, 「少なくとも」 or 「〜くらいは」. It works for both evaluation and advice.
