との

That, To

本部ほんぶからこの喫茶店きっさてんの接客せっきゃくは雑ざつだとの報告ほうこくを受うけました。

We have received a report from headquarters, saying that the customer service at this cafe is sloppy.

Explanation

「〜との+noun」 is like 「〜という」, meaning 'the ... that says ...'. It is a compact written form in news and official documents, attaching reported speech, rumors or statements to a noun: 「政府は景気が緩やかに回復しているとの見解を示した」 (The government expressed the view that the economy is recovering slowly), 「付近で不審者が目撃されたとの通報が相次いだ」 (Reports kept coming in that a suspicious person had been seen nearby). The noun is nearly always about statements or information, such as 「見方」, 「見解」, 「報告」, 「知らせ」, 「通報」, 「声明」, 「情報」 or 「声」.

Mixed up with

「〜との」: hard, compact; follows news, official or hearsay nouns, e.g. 「〜との情報」, 「〜との見方」.

「〜という」: much wider use; any noun, e.g. 「田中さんという人」, 「猫という動物」.

「〜といった」: for examples, 'such as'.
