Even if, Even, No matter

子供こどもであれ、法律ほうりつは守まもらなくてはいけない。

Even if you are a child, you still need to obey the law.

Explanation

「Nであれ」 means 'whether it is N or not' or 'no matter N'. After a noun or question word it says that whatever the person, reason or situation, there is no exception and the same rule applies. 「理由が何であれ、暴力は許されない」 (Whatever the reason, violence is not allowed). You can also pair two extremes: 「大人であれ子供であれ」, 「金持ちであれ貧乏人であれ」; whichever A or B, the result is the same. Solemn, seen in laws, rules and declarations.

「でも」 is the general spoken form, plain in tone.

「であれ」 and 「であろうと」 do almost the same job; both are refined concessive forms.

「であれ」 is also close to 「といえども」: 「といえども」 stresses a turn ('even such a one errs'); 「であれ」 stresses a condition ('whichever it is, the same rule holds').
