Explanation

「〜ても差し支えない」 means 'it is no problem to ...'. It is a more formal way to give permission than 「〜てもいい」, used in rules, business and official instructions from above: 「こちらの資料は持ち帰っても差し支えありません」 (You may take these documents home). The opposite, 「〜ては差し支えがある」, means doing it would cause trouble, so it is not allowed.

Mixed up with

「〜ても差し支えない」: the most formal; no obstacle under the rules or for the work.

「〜ても構わない」: fine in writing and polite speech; 'I don't mind'.

「〜てもいい」: everyday, casual.
