Explanation

「Nたる者（もの）」 means 'anyone who is an N should...'. N is a status with high standing and heavy responsibility, such as a teacher, doctor, politician, judge or scholar. Since you hold that position, you must live up to the duty, morals and conduct it demands. 「教師たる者は、生徒の模範となるべきだ」 (A teacher should be a model for the students), 「国会議員たる者、私利私欲に走ってはならない」 (A Diet member must not chase private gain). The ending is often 「～べきだ」, 「～てはならない」 or 「～ことが求められる」. Very solemn, with a lecturing tone.

Mixed up with

「たる者」: the noun is a role that carries duties or a standard to live up to: 「医師」, 「裁判官」, 「親たる者」, 「社員たる者」. It is not used for casual, momentary roles like 「客たる者」.

「として（は）」: no such limit; any ordinary capacity works: 「学生として」, 「店員として」.
