Explanation

「１＋counter＋たりとも〜ない」 means 'not even one ...'. It uses the smallest unit to say something is absolutely not allowed: 「１秒たりとも無駄にできない」 (I can't waste even one second), 「１円たりとも私用に使ってはならない」 (Not one yen may be used for private purposes). The front must be the smallest unit with 「１」, such as one second, one drop, one grain, one person, one step; a big number does not work. The end is always negative. The fixed phrase 「何人（なんぴと）たりとも〜ない」 means 'no one at all'.
