Until, Till, To (but no further than)
昨日のパーティーは１１時まで続いた。
The party last night went on until eleven.

After a place: how far you go: 「駅まで歩く」 (walk to the station).

I'll take you to the station.
After a time: up to then: 「5時まで勉強する」 (study until five).
９時まで勉強する。
I'll study until nine.
昨日のパーティーは１１時まで続いた。
The party last night went on until eleven.
「まで」: it goes on without a break until that time, and a continuing action follows: 「5時まで勉強する」.
「までに」: it gets done at some point before that deadline, and a one-time action follows: 「5時までに宿題を提出してください」 (Please hand in your homework by five).
In an exam, check whether the verb at the end is a continuing action or a one-time action, and you can choose correctly.
