Can, Be able to

馬うまに乗のる事ことが出来できる。

I can ride a horse.

Explanation

「ことができる」 has 2 uses

1Ability

Someone has the skill to do something: 「私はピアノを弾くことができます」 I can play the piano.

魚さかなのように泳およぐことができるように毎日まいにち練習れんしゅうする。

I practice everyday so that I will be able to swim like a fish.

2Being allowed or possible

The place, rules or circumstances let you do it: 「この図書館では本を借りることができます」 you can borrow books at this library.

I am sorry that I am unable to keep my promise.

明日あしたまでに提出ていしゅつする事ことが出来できると思おもいます。

Mixed up with

The meaning is much the same as the potential form. Longer sentences and a written tone favour 「〜ことができる」; short everyday speech prefers the potential, e.g. 「泳げる」.

Object particle: with 「〜ことができる」 the 「を」 stays: 「車を運転することができる」. With a potential verb 「を」 usually becomes 「が」: 「車が運転できる」.
