Explanation

「て form + いては」 means 'if you keep on like this'. The first part is a bad habit, bad state or wrong attitude that is going on, and the second part is a bad result, with worry, criticism or advice: 「そんな夜更かしをしていては、体を壊すよ」 (If you keep staying up that late, you'll ruin your health). In speech it shortens to 「～てちゃ」.

Mixed up with

「～ては」 can be a single action that leads to a bad result: 「そんなに食べては太るよ」 (If you eat that much, you'll get fat).

「～ていては」 stresses 'keeping on, as a habit': it is not OK to stay in this state for long.
