を余儀なくさせる
をよぎなくさせる
Force to, To compel, Make unavoidable
外出自粛要請が、飲食店の閉店を余儀なくさせた。
The official request to refrain from going out forced many eating establishments to close.
Explanation
「Nを余儀なくさせる」 means 'force someone to do N / make N unavoidable'. The subject is always an outside event, such as a typhoon, war, pandemic, economic crisis or scandal. The ones forced are people, companies or institutions, who must make a painful change they did not choose: 「長引く不況が、多くの町工場に倒産を余儀なくさせた」 (The prolonged recession forced many small factories into bankruptcy), 「突然の大雪が、航空各社に運休を余儀なくさせた」 (The sudden heavy snow forced airlines to cancel flights). It is common in news and commentary. 「〜することを余儀なくさせる」 is also possible.
Mixed up with
「〜を余儀なくさせる」 (causative): the subject is an outside event, the object is the person affected; 'circumstances force people to ...'.
「〜を余儀なくされる」 (passive): the subject is the affected person; 'be forced to ...', e.g. 「病気のため、退職を余儀なくされた」 (I was forced to resign because of illness).
It is easy to get the causative and passive viewpoints backwards; a frequent mistake in ordering and fill-in questions.
