Explanation

「Nに限ったことではない」 means 'it is not limited to N'. Some people think a phenomenon only concerns one kind of person or thing; this says it is in fact widespread: 「挨拶をしないのは若者に限ったことではない」 (Not greeting people isn't only a young people's thing). It widens the view and corrects hasty generalizing, and is common in commentary and analysis. The polite ending is 「〜ではありません」.
