Explanation

「Nに至っては」 means 'as for N, it's even worse...'. First the general situation is bad, then you single out the most extreme or outrageous case: the rest may pass, but as for N, it is beyond belief. It is almost always used for dissatisfaction, sarcasm, blame or a sigh, rarely for praise. 「部屋は散らかり放題で、台所に至っては足の踏み場もない」 (The room is a mess, and the kitchen has nowhere to step).
