Explanation
「AといわずBといわず」 names two typical times, body parts or places and means 'whether A or B, all of it ...', with no exceptions.
Examples: 「昼といわず夜といわず電話が鳴る」 (The phone rings day and night), 「手といわず足といわず泥だらけ」 (Mud on my hands, my feet, everywhere).
It is mostly used for unpleasant things: surprise, trouble or mess.
The ending is a state that already exists; it cannot be a request, wish or will.
Mixed up with
「〜といわず〜といわず」: everywhere, day and night, with a flavour of being worn out or complaining.
「〜であれ〜であれ」: whichever it is, treat it the same; used for principles and rules, such as 'adults or children, all must follow the rules'.
「〜を問わず」: a single noun+を問わず, neutrally 'regardless of', as in 「男女を問わず」 (regardless of gender).
