あいつの運転は荒いと言おうか、危ないと言おうか、とにかくあいつが運転する車には乗りたくない。
His driving is... should I call it rough, or dangerous? Anyway, I don't want to ride in a car he's driving.
Explanation
「AといおうかBといおうか」 means 'should I call it A, or B?'. In a complicated or delicate situation one word is not enough, so you set two side by side while you think: 「彼の態度は、勇敢だといおうか、無謀だといおうか、判断に迷う」 (His attitude, should I call it brave or reckless? I can't decide). It often expresses mixed feelings, such as being amused and exasperated, or helpless yet sympathetic. The tone is soft; A and B can be nouns, adjectives or verbs.
Mixed up with
「AといおうかBといおうか」: A and B are both considered; the speaker wavers or feels both apply.
「AというよりB」: denies A, 'it's more B than A'; a better fit.
「というか」: casual speech of young people, used to correct oneself or change the subject; lacks the thoughtful, elegant tone of 「といおうか」.
