Inviting friends or family to do something together: 「一緒に行こう」 let's go together.

States your own plan or resolve: 「明日早く起きよう」 I'm going to get up early tomorrow.

「volitional＋と思う」 is a plan at the moment of speaking; 「volitional＋と思っている」 is a plan you have been holding for a while.
On its own, 「行こう」 is plain speech. Do not use it with a teacher, elder, boss or client. Use 「～ましょう」 or the softer 「～ませんか」.
