「〜必要がある」 means 'it is necessary to …': judging from common sense, rules, health or the situation, the action is needed. 「もっと勉強する必要がある」 (You need to study more). The verb is in the dictionary form. The negative 「〜必要はない」 means 'there is no need to …', much like 「〜なくてもいい」: 「心配する必要はありません」 (There is no need to worry).
