Explanation

「〜とされている」 means 'is regarded as …' or 'is defined as …'. Society, the law, official documents or an authority has fixed it, and it is treated as an established premise or rule: 「20歳未満の飲酒は禁止とされている」 (Drinking under twenty is prohibited), 「富士山は日本で一番高い山とされている」 (Mt. Fuji is regarded as the highest mountain in Japan). It sounds more settled than 「考えられている」.
