今月こんげつの１３日じゅうさんにちまでに電気代でんきだいを払はらわねばならない。

I have to pay the electric bill by the 13th of this month.

Explanation

「ねばならない」 means 'must', the same as 「なければならない」 but in an old-fashioned, solemn style with a written and historical flavour. It appears in laws, declarations, essays and solemn promises. Take the ない form and drop 「ない」; 「する」 becomes 「せねばならない」, never 「しねば」. It is generally not used in conversation.

Mixed up with

「なければならない」: the standard modern form, fine in speech and writing.

「ねばならない」: elevated writing with a sense of mission: 「真実を後世に伝えねばならない」 (We must pass the truth on to later generations), 「生きねばならぬ」 (I must live).

「ざるを得ない」: unwilling, but forced by circumstances.
