Explanation

「でなくてなんだろう」 literally asks 'if this is not ..., then what is it?', but it is really a strong statement: 'this is exactly ...'.

「これが愛でなくてなんだろう」 (If this isn't love, what is?).

The noun is usually abstract, such as 愛, 友情, 奇跡, 暴力 or 運命. It can express admiration and praise, or angry accusation. 「か」 is often added at the end; a more formal version is 「でなくてなんであろう（か）」.

Mixed up with

「でなくてなんだろう」: a rhetorical question, emotional; for heartfelt emphasis, praise or angry blame.

「にほかならない」: a calm statement that 'it is nothing other than', used in essays to name the real cause.
